Actually the float and unrestricted are not the same thing though. Unrestricted means they have been cleared for trading. The float is actual number of acual shares in play.

I forgot that Eagle can have up to 5% of converted/unrestricted shares but are still bound by their daily limits to sell those shares directly into the float.

With prices this low Eagle would want to max out that 5% to maximize value. It could also explain the lack of T trades they were waiting for the price to rise before selling again.
