All IPCI had to do was pull their dtc sheets daily, order regular nobo/obo's and get regular shareholder position reports and they would've been able to easily track/monitor which accounts gained from the share price pops that ensued from the false buyout PR's that manipulative forces put out there.

But in order to monitor the constant churn of a pubco's shareholder base...you need people working within company that know how to track and monitor that movement.

Had they been in a position prior to all the manipulation/shorting games that have gone on to track/monitor...then it would've been a simple phone call from their SEC attorney to the SEC to get the SEC to pull the Blue Sheets and not only go after the malicious culprits but immediately put a stop to their games.

We all know that didn't happen however because many s/h's were told by CFO Della Penna that IPCI wasn't overly concerned with the manipulation and shorting games...or at the very least wasn't doing anything about it.

So their lack of action eventually resulted in the TSX halting the stock then investigating IPCI's BOD's...because whenever there's a TSX trading halt due to suspicious news releases...a board of director investigation ensues by the TSX.

Sure it's not really IPCI's fault for not taking steps ahead of time so they could track/monitor the games taking place amongst some forces who were playing their stock...but many IPCI shareholders did at least make CFO Della Penna aware of measures IPCI could take to combat the manipulation games that were occurring.

The onus is on PubCo's to protect their interests in all available possible aspects that may effect shareholder perception and share price...and unfortunately not all PubCo's are even aware of measures they can take in advance of any manipulation and shorting games.
