Re-announced, because the first announcement did nothing to the pps. It's all blah blah blah until a building is physically made. These guys are professional liars, I wouldn't risk investing until they actually have a building made. Look at past years worth of announcements about having a plant made in a few months time, all the same language as this. Take this concrete company with a grain of salt.
