Unfortunately, all SEC actions (ie., Suspensions and revocations, or Litigations) are not to protect the current shareholders but to protect any other potential investors from making a bad investment.

It is not that dissimilar from every day life where the Courts cannot protect the victims of any crime, impaired driver, fraud, etc, but by sentencing the perpetrator the Courts intend to protect anyone else from becoming a victim.

In the stock market in all instances it is the Company's fault for contravening Securities Laws, Rules, and expectations. Shareholders should accept some responsibility for knowingly (or should have known) buying stock in a company that was severely delinquent in their filing obligations.
