How does Hugo Chavez qualify as a tyrant?

Should I ask... How does Hugo Chavez who is popularly elected in Latin America, without the blessings of the military or the moneyed class qualify as a tyrant?

Yes he dislikes Bush. Duh??? Who doesn't? I hate the f#ckin pig and he's never actually backed any attempts on my life.. so you can imagine how Hugo feels about him.
