If you would have taken the time to read the next sentence in the news article, you would have found:

"Scientists have expressed deep concern about the fact that in the United States people do not eat silkworms, but in Vietnam eating silkworm is very common, the study of the effect of genetically modified silkworms to the health of humans needs to be studied carefully and objectively to ensure the health of the consumer."

The next few sentences then state that MARD denied approval for KBLB to enter Vietnam.
