FWIW,
The long term Fibs for the Dow since 1999, tested that low in the shorter term Fibs from March 6, 2009.
Here are both.

Long term Fibs for Dow, since 1999

23.6 = 21,862.07
38.2 = 18,920.65
50.0 = 16,543.33
