Sounds like they could get their soft parts in the wringer if it can be shown that "..doing it on the cheap.." resulted in deaths or injuries. The plant may have been in not-so-good shape to begin with considering that foreclosure comment. Might be best for the company to shed that operation and upgrade/improve all their others.

Hard to tell without walking the site and looking at the condition of the equipment.
