The only winning strategy would seem to be for Titan's new partner to come in and sell probuphine at a price equal to suboxone. But even in that case, what will insurance companies do when 90% of oral bupe prescriptions are not refilled? An implant would mean 100% certainty of paying for 6 months of care, while a prescription means you only will have to pay for 10% of that amount. It's cheaper to let people die.
