Just as the federal government leaves blood-alcohol limits and most other driving enforcement regulations to the states, it is likely to do the same with distracted driving IMO.

However, 46 states already have primary enforcement for texting and driving. According to the story below, Florida will likely be the next state added to the list. As noted in the last update from SB, we already have a heavy presence selling our products in Florida, so we are in a prime position! Go ONCI/HEXA!
