Stanford Cancer Vaccine

Is the Stanford vaccine development the result of working with NIH and could it be that NIH is providing INO technology to Stanford for testing outside of INO's current trials? Just wondering. If Stanford is using syringes for injection of vaccine into the tumors, then they might be working with a RNA vaccine. If their injection is through electroporation, they might be using a DNA vaccine. I just hope it is somehow related to Inovio.
