What you have stated is common knowledge but ... monies taken into treasury is funneled into a general fund and used to fund various programs in the government, did it help the ACA ? I’m sure it did but any theory that it was specifically for it is pure speculation until proven . But if it is true given the current climate against the ACA Watt has no need to continue the money diversion.
