IN LA PRE-ICO is a term that refers to.....

"Pre-Interim Control Ordinance". The ICO was enacted by the City of LA to curtail the number of dispensaries. PRE-ICO means the dispensary existed prior to the ICO, i.e."grandfathered". With legalization, it's utility is a bit questionable. Here's a link might explain it a bit better
