People can ask for a +1 just like they can ask for a post to be stickied or a follow. On stock specific boards if someone says "Can I get a follow?" or "Can I get some +1?" as the only content, that wouldn't be ok. But if they had content about the company/stock and then ended it with "If you agree, can I get a follow or a +1?" then I don't see a problem with that.
