Why reports of 12-16 was suppressed until Dr. Carson exposed it?

HUD never signed on reports from 2012-2016 to be published. Dr. Carson has courage to expose the fraud. It does not matter when investigation started unless you recognize and publish the problem so that it can be corrected. That's his main achievement.
