Some always ask "What's the hold up, he's had a year why hasn't he fixed it?" .... But we know, if the administration were to go it alone without congress having had it's last crack at it. They would be screaming to high heaven and try to introduce legislation to block them.
The clock is ticking... I believe if they show any signs of failure, you'll see FHFA along with Treasury ready to step in and fix it administratively.
