Donja, some hedgies run the algos in-house, either with programs they developed or purchased. You can buy manipulation algos from numerous sources, even online. Google it, you’ll see. Realistically you have to be a market maker or a member of an ECN to use them, and have deep pockets. So I wouldn’t recommend buying an algo. Lol. Others hire someone else to run the algos for them, which provides a layer of insulation. That’s where Virtu comes in. There is also typically collusion, where they are working together. If you and I trade the same 100 shares back and forth to each other the net cost is essentially negligible, a zero sum game. If we do it continuously at incrementally lower prices the stock starts moving down, and vice versa, yet it costs us nothing. The algos try to avoid having their collusive trades getting picked off by someone else, which screws up the zero sum equation to some extent. These programmers are rocket scientists, extremely sophisticated, and they put an immense amount of time and effort into devising ways to fleece investors.
