It doesn't really matter what you think. The Army will make sure that every line in the contract is followed exactly as written.

You are wrong once again. The contract extension requires that KBLB deliver 100 kg of custom fiber (which the Army gave them about $900,000 for). Did you think the Army gave KBLB the money because they like them? LOL

This is a quote from a KBLB PR dated 30 Oct 2017:

"KBLB ... announced that it is now working to create a set of new custom designed transgenic silkworms under its contract with the US Army. The Company is working with material performance objectives, defined by the customer, to develop entirely new genetically enhanced silkworm strains.

These new silk polymers will be evaluated against defined performance requirements and the best performing materials will be scaled up to produce upwards of 100kgs of silk thread."
