I'm not sure what you are getting at, but the Army is not a food stamp program for failing penny stock companies.

The Army signed a business contract and are expecting deliverables (sample shootpacks and 100 kgs of custom fiber) for the $1 million. So far the Army hasn't received anything (except for a few sample threads). And according to the latest PR, their fiber is inconsistent and has issues. My guess is that the Army is moving on. That is the surprise.
