in theory youre right. i think its a meh management strategy of a poison pill. nothing untoward. and id think that they would NEVER have gotten this money if any of the leads, the retail brokers or the 78 accredited/sophisticated investors smelt or felt otw. my guess is that gets cleaned up and dropped to like 60-120m in the next 90-180 days if not sooner - this raise has changed everything for $EVIO - and theyd be crazy to not fix this.
