Currently Fannie has about 1.15 billion shares outstanding and Freddie has 650 million, for a total of 1.8 billion.

Upon exercise of the warrants Treasury would basically get 4x that, or 7.2 billion. $100B / 7.2B = $13.89, right at the top end of the Moelis estimate.
