For certain ICO’s like Kodak, yes. You need to be an accredited investor. To purchase cryptos from an exchange such as Coinbase, buy/sell limits are determined by these factors as well. You can’t just deposit $100k into Coinbase and purchase at will. You can make the wire transfer for that amount but you will still have limits until income and net worth information is provided and verified. At Coinbase is notoriously slow processing such limits if they approve you at all.
