I personally don't think the court case is holding up the filing.

Based on some comments from another investor who had looked at 10Qs from early 2017, there were substantial errors that he noticed even after they filed the amended return.

I personally think the books were screwed up and QMC had to satisfy the auditors and get things straightened out. Unfortunately, it looks like that if that is the case, they have been struggling to get the books corrected. But my guess is that when it is filed, they'll be squeaky clean and ready to move on to better days, if they finally land commercial contracts for the display sector.
