general working capital needs to drive projects forward. could it be used to remove some debt, maybe if they feel it's in the best interest of the company however with the potential size of their contract revenue from their projects, i'm not sure carrying a little debt is primary concern. it's much more likely and more important for the company to use for working capital needs, as stated above..imho
