They are not sending any message to the market. They are authorizing shares because it costs nothing and it is the prudent thing to do. It certainly does not mean that the BODs has decided to avoid a buyout until 2021. Talk about a lack of connection. If they were negotiating a buyout right now they would still be smart to have a backup plan until the deal is actually signed.
