Did you ever check Margin requirement for shorting such stocks?
Here the Rules for one of the most preferred Broker foe short selling stocks: IB

So in order to short lets say 40,000 shares here you'd need to have at least $100k (fees not included) free in your margin account...
Do you really think that is done in order to bank just a few hundred bucks, if lucky?
Sorry i just can't stand this short nonsens in real pennies and especially in sub-pennies anymore.
