Nevada would probably be an ideal choice for a mining operation as far as electricity usage goes.

Electricity price by state

If you go down to the 'Here are current kWh prices for businesses:' table, Nevada is pretty commercial friendly in terms of prices. From what I can tell, it's the cheapest in the US.
