I think that the shootpacks are EXTREMELY important. They are 1 of the 2 deliverables that KBLB needs to produce for the Army. They are a "proof of concept" for KBLB in many ways. They are supposed to show that spider silk has the properties that they say it has (stronger than steel, more flexible than Kevlar, can stop a bullet, etc). They are supposed to show that KBLB has the ability to produce spider silk in a quantity that is sufficient to make said shootpacks. They are supposed to show that KBLB can make a delivery date. In other words, they are supposed to build trust between KBLB and the Army, and show that KBLB is a real company (and not selling "snake oil").

As you are suggesting, it is possible that Dragon Silk is not cutting edge any longer (and maybe KBLB has developed a "new and improved" fiber). There is no real evidence of that yet (especially since KBLB hasn't announced anything), but it is possible. But producing shootpacks with a "new and improved" fiber should follow the same process. By producing a few sample DS shootpacks, they show the Army that they are capable of producing a product and bring an idea to conception.

Exactly. And those are the same questions that the Army has and would like to see answered. You have to remember, there are 1000s of companies that want to make LOTS of money from our government. Companies approach the Army ALL the time telling them stories about a new product that will "blow their minds". Most of these companies are selling "snake oil" (imaginary products), but some companies are the real deal. The Army needs to weed out the real companies from the scams. Ordering samples is one way of doing that (as a first step). If a company can't even produce a few samples, then they are probably selling "snake oil". And since KBLB missed BOTH of their deadlines, what do you think that says to the Army (and KBLB's shareholders)?

There is no evidence that the shootpacks are "no longer a high priority". KBLB signed a contract with the Army. The base contract requires the delivery of shootpacks. The contract is the contract.

As such, I believe that Warwick Mills would want to put 100% of their effort into creating these shootpacks (as they would with any other job they have). If the Army receives the shootpacks and loves them, Warwick Mills knows that the Army might create an order for a huge amount of product and they would be in position to make a good profit from that order.
