Fails to deliver are not reported by broker dealers. There is no self reporting, it is exactly like your bank either the money is there or it is not. The CNS system is the reporting system either both parties of the transaction are there or they are not.

So the whole self reporting theory is a complete ignorant statement and failure to know the actual system in place.
