Meaning - $BLDV now in clear pennant formation

I'm looking at a a clean bounce off the support at .11 x .12 again. This stock has trended down on very very very low volume.
It has given some folks the opportunity to grab more shares down here near bottom of 11-13 pps before the next major move NORTH
