You're confusing short sales with short interest. MM's "short" the stock during the day to make a market, but they are settled either that day or before the 2 day period to do so. The short interest is the number of shares that remain unsettled.

The info is on here, along with the statement that there is "Significant Failures to Deliver" "No", which means daily shorting is being covered.
