I wasn't excusing anything, I was just calling out that false statement.

TRTC is has still provided great returns for some. Should it be higher? Sure. CA legalization was the catalyst and it definitely helped, but then Sessions went and put a stall on it. Hopefully the addition to the budget (if it goes through) will make people comfortable enough to start investing again. Even better will be if the declassification bill that just went to the Senate passes. Then the whole industry will explode, including TRTC.
