kinda depends on the type of trading you're doing. Frequent trades? penny stocks? (less then $1)

I have found Fidelity good. $4.95/trade. no additional fees for number of shares, or less than $1 stocks.

only gripe is that they restricted certain pink sheet stocks from being traded.
