Plans (dreams) can be put on paper and presented, anyone can do that.

But until the plans are finalized, submitted, approved, permits filed, permits granted, bribes are paid, and construction actually begins this ticker will stay below 2 cents (if lucky).

Now on the other hand if a bumper and profitable pepper crop can be grown and sold that would be a different story. And what has been said before where 'Jan is not a farmer' has me doubting that somewhat as the last harvest didn't fair so well, did it?
