Conspiracy theory why share price not up?

We are supposed to believe, as stated: "The only thing keeping this from trading over a penny even today is manipulative and stupid trading by groups and individuals among themselves in a conspiratorial way?"

Most of the company's billions outstanding shares are on IOU's to the note holders as debentures, and convertibles, waiting to be unleashed on the market once the share price goes above a penny.
