Actually in theory it has the same power as the House of Commons. It can veto legislation or delay. It's rarely used but there's been some chatter about the Senate flexing and potentially blocking the cannabis bill or severely delaying it (http://www.cbc.ca/news/politics/senate-pot-bill-delay-1.438519).

The last time they vetoed a bill was in 2010 (Bill C-311) the greenhouse act. Also the Senate party makeup is mostly Independents and Conservatives -- not saying the potential for veto is high but there's definitely enough politicization around C-45 for major delays.

Only time will tell. I'm watching this close and trying to get a handle on how it will effect the market overall.
