Probably because they didn't know the law? You will have to ask Shearin. But the law in San Bernardino county is very clear as you can read for yourself at this link.

American Green has even come out and admitted that they can not cultivate or sell weed in unincorporated Nipton. You can choose to ignore those facts all you want, but it won't change the laws of San Bernardino County.
