Ironically, the problem could be the appraised value of $15/share. They may be able to cut it in half, but they have to do this properly, like SGAS did.
This is the Gansu provincial government we are talking about. They have to buy out the minority shareholders.
As Surfer describes it, this investment is a call option that doesn't expire. They will not go bankrupt. And nobody will steal the money here. Trading at 1% of appraised value. 50-bagger is possible IMO. And if I'm right about this one, then the market is completely wrong.
