If nothing else the latest "prer14a" is good for a few laughs:

"If a vendor, such as the Company, sells the products at a price less than the pre-approved government price to another customer, the exclusive price of the products sold to the government will in turn be reduced. This is the main reason the Company has not sold discounted products to other customers for purported short-term gains that risk long-term revenues. If the Complaining Minority Stockholders sell the Company’s products at reduced prices, it will greatly harm the Company’s future revenue from the GSA contracts."

Where do you even begin with something like that? "Future revenue" DOESN'T pay today's bills! And since there's no way of knowing when if ever the GSA will get around to actually approving the contract -- the reason CTTC supplies as to why there have been no government sales -- what's the company supposed to do in the meantime?

Moreover, if it's a 5 year contract at the "pre-approved" price, how's discounting price now going to alter that price? Indeed, how's the government even supposed to figure out CTTC is selling at "discounted" prices to anyone else?
