They are not being issued convertible notes, they are issued common shares. There is no reason for them to wait for it to climb, then dump the price down, request more common shares and repeat. They would drive the price down to 0001 and turn away any interest in the stock and leave themselves holding millions of shares of stock that no one is buying.
You would be right if these were actually convertible notes and not common shares, as we all have
