Is your information from "cut and paste" or from real life experience working on government contracts? Mine is from experience, and I am sure that is the case with some others here (with tons more real life experience than my little 10+ years). Depending on the contract requirements and the agreements set up, a 'Prime' company MAY NOT HAVE TO perform any of the actual work on the contract (a 'sub' with the capabilities can perform the work), and the 'Prime' can receive a pass thru fee, and have a 'sub' perform the work.
