There's no way to truly tell if Brian Kraznich is the problem. It could have started with Paul Otellini. Things take time. BK might be actually fixing things his predecessors messed up.

From what I can tell they are actually making products that make a big positive change over predecessors. 6 core Coffeelake, the Kabylake-G venture, those are all innovative solutions. And they also happen to be products that have a short TTM and where he could have had direct influence on.

If the problems within Intel are deep down, changing CEOs won't do it. They'd have to turn over the entire company, so much so it won't look like Intel anymore.
