Not even close. A General Contractor is a Prime Contractor. The US Government requires Prime Contractors to self-perform a minimum percentage of the work with their own forces on any given contract meaning the General Contractor has to actually be qualified to do the work and then to actually do something to earn payment.

Usually that percentage is somewhere between 25% - 30%. A General Contractor is also responsible to provide the proper Insurance and Payment and Performance Bonds as well as the plethora of Qualified/Certified Staff, General Requirements, Submittals, Compliance Plans, etc. all having to be prepared in strict conformance with the Government’s requirements, all requiring review and approval by the Government.

Portions of the work that a General Contractor can’t self-perform or that that can buy out cheaper then what they could self-perform the work for may get subcontracted but they are still bound to the self-perform percentage which is strictly monitored by the Government.

Any subcontract AT ANY TIER must be submitted to the Government for subcontractor approval prior to the subcontract being let out. This is known as subletting and again it is strictly monitored by the Government.

All of this is done with arms length transactions, there’s no monkey business or Tom-foolery (pun intended) going to happen.

Again, BVTK has zero capacity to even act like a General Contractor never-mind perform as one, so the comparison is laughable.
