Yes.. It can but for some reason the share price is suppressed to be 0001 and no filings. HCTI should definitely need good management. Had the management executed business plan properly, HCTI would have been trading in DOLLARS. We all believe they learned from their mistakes and care for shareholders since they released updates and planning for filings soon.
