They do pay their state sales tax.

The BOE of CA may ask for escrow money up front when giving projected sales for your sales license when applying. But if you get the license then it's not required. They also allow you to get a bond for the escrow money when applying.

I'm very familiar with the BOE of Cali. What you posted is normal.
