Options are issued, on a schedule, to Insiders, as approved by the board and reported to the SEC as part of a shareholder and board approved stock option plan. They cannot be "loaded up" by anyone, they are issued according to schedule. And, as far as "always" doing this before big news, also inaccurate, completely, that has literally never occurred...good effort though, doesn't really address the fact that RS must take place no later than 3/2/18, so, plan accordingly, make sure to exit before then, avoid the guaranteed haircut that follows...
