Easy, they didn't. They passed a pre-inspection which doesn't mean much of anything. Getting an MMPR (now ACMPR) license to produce is a multi-stage process. They built a vault and a pole-barn which got them through the pre-inspection phase, but they didn't have the proper zoning, water and electrical needed to operate a facility like that. You can't run that many lights on solar either.

On top of that, Bill ended up failing his security clearance. Again, that is a multiple stage process. He may be able to cross the Canadian border, but his history is shady enough that Health Canada won't touch anything associated with him.
