Good question. Finra clearly had a list of requirements for Dolv including getting past years financials and forms filed. This took time and resources to complete. It would also be logical to conclude Finra looked at basic company information like phone numbers, addresses, ownership etc. Finra can certainly refer a case to the Sec if things didn’t pass the smell test.
