well he did have some interesting word play from the meeting in october.

the verbal agreement is a very loose term.
what i know from that meeting is the mard rep was handed the kblb dossier and was missing
1.Granted biosafety certificate meeting the requirements in Article 22, Article 23 Decree 69/2010 / ND-CP dated 21 June 2010 of the Government on management of biological safety of genetically modified organisms.

2. US Department of Agriculture License for use of genetically modified silkworms in mass production.

Also brought up in the meeting was the concern of humans eating gmo silkworms.
not an issue in usa,but vietnam eating silkworm is very common.

In the end,the verbal agreement is worth nothing without biosafety cert.
