You were not exactly wrong about the available shares:
There were 152 million shares issued before, divided by 1000 leaves 152 thousand shares. The good news is that over half of those are restricted (the only way to get all shares unrestricted is through SEC filings, which there are none yet, we would see them), and any other shares the company would issue would be restricted too, which means what would be left available on the market is just about 70,000. With that small of number of shares available for trading on the market, there would be nowhere to go but up.

It's very smart of them to reduce the supply available before any PR, because PR increases demand, and low supply coupled with increased demand, well, you do the math!
